SSA can hold scale information

SSA can now hold scales and ticks information of graphs and charts.
Maybe it is difficult to see on the Genome View in default scale settings. Users can change scale settings by double-clicking the left end of tracks, but beginners may don't know such operations.
It is recommended to give ssa files with suitable scale settings to make everybody see your data without problems.
